That's to be expected.  The target is not minimum moves, but
most understandable set of moves.

At first glance, that's what it seems to provide (by nesting
moves such that, were the characters to be laid out on a line
and editing marks made above them, the editing marks would
form a hierarchy with no marks crossing each other.)

	michael
