missing from merge

The file st80:releases:apr23:changes:ech-b.cha apparently didn't make it
into the apr23 merged image.  Neither Michael's nor my image have its
changes.  The file contains changes that fix bugs Michael encountered with
empty public class groups. (In files that only have test code).  People may
want to file it in.
