Haven't we defined a CONST macro keyword? How about if we declare
such a macro to evaluate to nothing? Then when we have enough CONST
declarations in place, we can turn it on.
Ugh. We could do that, but I had hoped to retire the CONST macro now
that the formic parser is up to 2.0 syntax. It existed only because
of formic parsing problems. Your suggestion does make sense though.
