permissions in basic orgls and berts

I don't remember where you said it, but you claimed that permissions
did not appear within the basic Orgls and Berts layer.  In examining
the semantics document (ahem :-), all the map operations take a
clearance, and the refMap operation takes a filterSet which includes a
clearance.  Did I misinterpret your claim?
